Does anybody on here know of a pick-up that has a dual cab and an opening glass window to the deck area? Asking for a friend.

Defender 110 or 130 does.

I thought the law said that the passenger area must be physically and permanently separated from the load area for the vehicle to be treated as a commercial vehicle for VAT and tax purposes. I am sure I will be proved wrong.
EDIT: Apparently the Ford F-150 has a rear window that lowers but I don't think you can buy one of those in the UK. Perhaps the Ford Ranger might be similarly equipped - I had a quick look but couldn't see anything.

In my experience an unrestrained scaffold pole generally solves your problem at the first set of traffic lights.

I was very briefly in a 2010 L200 recently and it had an open rear window. I'm sure I've seen a Ranger on Autotrader with a sliding rear window too.
