Are these still mandatory?
I've seen a few cars without them recently, mostly on tatty vehicles. But there's a new-shape RS6 frequently parked outside the nearest gym which does without one, and I can't believe the owner couldn't afford to set it straight.

Yes, they are. But it's a trend to not put them on "because it looks better" and because apparently the fuzz rarely stop you for it, and the fine isn't large.
I think it looks pretentious.

Are you sure they don't have them sitting on the front dash instead? Blarno's your man for all things "Dubbery" but I believe that having the front plate in the windscreen has been de rigeur in certain circles for some time now; maybe one or two of the proponents of such a look have made the leap to "serious" machinery!

A friend who owns a 360 Modena mentioned that he was thinking of removing the front plate and asked me what I thought. I wasted no time in replying that my first thought whenever I see a nice car without a front plate is "dickhead".

I tried a 3/4 plate on the TVR (aids cooling) but the crack handedness of previous number plate fitters mean it would need painting first. I am sure people put the number plates in the front screen so they can avoid ANPR and SPECS cameras by simply removing it when necessary.

I've just seen some superheated, late model Mitsubishi EVO with no front plate. I expect it'll get a ticket as Dundee seems to be overrun with traffic wardens.

The problem also lies in that the Italians have a tendency to design cars with no where to put a front plate. See the new Aventador S as an example

Front plates are mandatory - we are supposed to fit a plate bracket to the front of every Mono, but pretty much every customer asks for it to be left off so they can run with no plate at all. Some have a square stick on plate instead. To be fair though, the Mono looks miles better without a front plate and we have yet to be pulled over for driving one without.

I think it is an increasing "trend". It is, without any doubt whatsoever, particularly prevalent in VW/Audi circles. It's difficult to deal with on an ad hoc basis as you see it as it approaches and by the time you will have been able to turn round, the car will be long gone. Those that I have stopped, the driver always gives the ever so predictable response, "yeah, sorry, it fell off a couple of days ago." Desite the lack of any tape, holes, whatever. That said, traffic offences are so far down the list of priorities for your average bobby now that they just get ignored until some police/VOSA joint operation.
Personally, I think anyone with a plate on the dash rather than the front bumper is a prick, simply trying to avoid ANPR cameras and camera vans (which have forward facing cameras as well, for motorbikes).

I've always wondered with the front facing ANPR camera: did k about how they'd track the speed of motorcycles given that they cannot have a front plate for safety reasons?

I have thin aluminium plates with gel lettering which aims to look like a pressed plate, principally because the number plate holders are made for German pressed plates because I bought the car in ... er.... Germany. I also have a pair of red tag pressed plates in my garage which were on it for export. Aaaanyway... all this non-plateish ness is nothing compared what I saw last week: a car with its number plate moved to the side a la Alfa Romeo 159 revealing the hugely ugly front grille in full. No prizes for guessing it was..... an Audi.

There's a B7 A4 that I see every now and again that's been Barried to make it look (if you squint, at a distance and haven't great eyesight) like an RS4. Saw it again today, and guess what's gone missing?
