My first thought was that it looked like somewhere in NYC...... but your Google image search had already confirmed that !

I was sure it was America because if you enlarge the image one of the posters has a price in cents. Then I figured probably one of the major cities like NYC, so I simply googled something "New York Robert Burns Cigars Old Photo" and it came up pretty quickly.
We lawyers are usually pretty handy with a Google search...
