I'd assume that there's a section of 40mph, either due to works, local-conditions change in limit (there's an interchange). Also what other endorsements does he have?

Hampshire are pretty tight, too. I got done for 78 in a 70, so they don't give you the 10% + 2 mph that some others do. Some forces do just 10% and others 10% +1. I go by the rule that if my dial isn't reading any more than 10% over I'm probably ok as they over read by at least 2mph.
