I can see a problem with determining what goes to print, unless there is an editor of some sort. Wikipedia obviously felt that were Government activities that needed to be made public whilst at the same time the Government felt they should have remained private. I don't know who is right and who is wrong (probably a bit of each) but this could very quickly come up against some robust Government resistance if there is no moderation of content.
I suppose it has one thing going for it which almost no other publication has: the truth (at least to start with)
