He needs to find an accountant who does US tax returns for people. They'll know the answers. I know that the big firms could help him, but they'll be very expensive. Google will probably come up with some suggestions local to him.

My PI insurance specifically refuses to cover me for anything American.
I am afraid the only people I know who prepare US Tax Returns charge nearly as much for two hours work as I do for a day so I couldn't recommend anyone. He should try phoning some of the larger (but not big) local accountants and he might just find someone who has the relevant experience.

He mentioned a company called Deloitte but said they wanted a crazy amount of money to do it. Deloitte's, KPMG, PWC etc are all very large and likely to be charging an average man's weekly wages for one hour of their expertise. There will be more local firms with quality staff who should have the relevant experience and charge about half those rates. What were they quoting? £1,000/£1,500?

We had the pleasure of Deloittes once. We consulted them over a VAT case based on the Redrow decision. We had an initial meeting and they said they would send out their client agreement.
We were marginally surprised to get a bill for work to date for £5k or so despite us not having a client agreement in place or actually asking them to do any work. We told them to get stuffed. They threatened and blustered for a bit but went away eventually.
My dad ended up taking his own case to the VAT tribunal himself and won. The result was quoted in Taxation as No Hope Inspector.

In my last job we used Deloitte for European wide tax advice (dictated by our US HQ that we used them). Basically they didn't get out of bed for less than £20k and £50k was reached in no time at all. As a fellow accountant working at the sharp end - and paying their bills - their fees utterly appalled me.
