I have received notification that JLR are going to have an IPO (Initial Public Offering) for their shares. Does anyone know if this means that TATA are selling out leaving JLR to fend for themselves? Or is this a new share offering which just dilutes TATA's investment a bit and brings in new money for future development?

Probably the latter, share the risk a bit.

If true, I'd guess at the latter rather than the former. JLR is a fairly regular issuer of high yield bonds and was rumoured to be considering another one over the summer but it didn't materialise as far as I am aware. Listed HYBs are quite often a pre-cursor (dry run) to an IPO as they prepare the business and board for the rigours, disclosure and reporting requirements of an IPO process and equity listing.
